A Study of IPR Policies and Practices of a Representative Group of Standards Setting Organizations Worldwide

This study contains a detailed, comparative analysis of the IPR policies of twelve standard setting organizations: ISO, IEC, ITU, IEEE, ETSI, ANSI, IETF, OASIS, VITA, W3C, HDMI Forum and NFC Forum. It considers the policy objectives, the way essential IPR are defined, and the procedures for disclosure and for licensing commitments, and finishes with a number of observations and conclusions.
