Abgasskandal, Kartellverdacht, Zulassungsverbot : deutsche Autoindustrie im Verruf - was folgt für den Standort Deutschland?

Die Automobilindustrie macht derzeit keine guten Schlagzeilen. Die Vorwürfe reichen von Manipulation bei den Abgaswerten der Dieselfahrzeuge bis zum Verdacht von Kartellabsprachen. Die Autokonzerne, das Herzstück der deutschen Wirtschaft, werden zum neuen Sorgenkind der deutschen Industrie. Wie kann verlorenes Vertrauen zurückgewonnen werden? Christian Rammer, Zentrum für Europäische Wirtschaftsforschung (ZEW), Mannheim, nennt die Gründe für die »wohlwollende Rücksichtnahme« der Politik in Deutschland gegenüber den Autokonzernen und verweist auf die große volkswirtschaftliche Bedeutung der Branche. Rund 5% aller Arbeitsplätze in Deutschland hängen direkt oder indirekt an der Produktion von Kraftfahrzeugen. Die deutsche Politik habe sich dafür entschieden, den Autoproduktionsstandort Deutschland so gut es geht zu schützen. Ob dies so weitergehen werde, sei aber mehr als fraglich. Durch den Abgasskandal wurde nach Ansicht von Jochen Flasbarth, Bundesministerium für Umwelt, Naturschutz, Bau und Reaktorsicherheit, viel Vertrauen in den Diesel, aber auch in die Automobilindustrie insgesamt verspielt. Ebenso sei angesichts der Entwicklungen der letzten Jahre die Nähe von Politik und Unternehmen infrage zu stellen. Zur Wiederherstellung der Glaubwürdigkeit der Automobilindustrie müsse der Staat seine Kontrollfunktion stärker wahrnehmen, als dies in der Vergangenheit der Fall gewesen sei. Heinz Rudolf Meißner, ehem. Hochschule für Wirtschaft und Recht, Berlin, sieht die Zukunftsfähigkeit der deutschen Autoindustrie nur durch eine aktive Industriepolitik gesichert. Zukunftsfähige Konzepte müssten sich zudem vom »engen Blickwinkel der Autos« lösen und sollten ihre Aufmerksamkeit auf integrative Ansätze von Mobilitätskonzepten richten, in denen das privat genutzte Auto nur eine unter anderen Möglichkeiten sei. Helmut Becker, Institut für Wirtschaftsanalyse und Kommunikation (IWK), München, warnt vor der Einführung einer E-Autoquote in Europa.
