This article develops a new comprehensive policy proposal to stabilise the European Economic and Monetary Union in the long term. This public debt resolution mechanism attributes suffi cient credibility and feasibility to the no bailout clause. It is a variant of a 2016 proposal by the German Council of Economic Experts. However, such a resolution mechanism has tough prerequisites in order to reduce moral hazard and free riding.
