"Service delivery is the specialty of the city government. The more competently it performs this function, the greater will be its bargaining power in A lbany and Washington. Successful local program management and supportive local constit uents in this urban colossus cannot be ignored by other governments. ... This, therefore, is the problem-rich prospect for New York as it enters the 1970s. On the positive side, however, there are a diversified, resilient and growing economy, and a long record of comparative political stability.
