Alternative Allokationsmechanismen fuer ein Rundfunkprogramm bei endogener Programmqualitaet
Mit Hilfe eines parametrischen Modells werden unter der Annahme einer endogenen Qualitaet und einer monopolistischen Marktstruktur verschiedene Allokationsmechanismen oeffentlicher Gueter fuer den Spezialfall eines Rundfunkprogramms analysiert. Dabei zeigt sich die Ueberlegenheit eines oeffentlich-rechtlichen Senders (interpretiert als perfekt informierter Wohlstandsmaximierer), da die Bereitstellung durch einen entgeltfinanzierten Privatsender wegen einer zu niedrigen Programmqualitaet und/oder eines zu hohen Zuschauerpreises zu einer ineffizienten Allokation fuehrt. Eine Ineffizienz kann aufgrund einer zu hohen oder zu niedrigen Qualitaet auch im Falle der Bereitstellung durch einen werbefinanzierten Privatsender eintreten, wobei jedoch in der Regel ein hoeherer Wohlstand als fuer die Entgeltfinanzierung realisiert wird.
