Amazonas-Schutz und Freihandel: Das EU-Mercosur-Abkommen steht auf der Kippe
EU-Kommissionspräsident Jean-Claude Juncker sprach im Juni 2019 von einem 'historischen Augenblick', als sich die EU und die vier Staaten des Mercosur (Argentinien, Brasilien, Paraguay und Uruguay) nach 20 Jahren grundsätzlich über ein Freihandelsabkommen verständigt hatten. Drei Monate später steht das Abkommen jedoch unter massivem Druck der Öffentlichkeit und von zumindest vier EU-Mitgliedstaaten: Angesichts der Brände im Amazonas-Gebiet und der konfrontativen Haltung von Brasiliens Präsident Jair Bolsonaro drohen die Regierungen Frankreichs, Irlands und Luxemburgs wie auch das österreichische Parlament damit, das Abkommen nicht zu ratifizieren. Auch im Europäischen Parlament artikuliert sich massiver Widerstand, Boykott-Androhungen überschatten die geplante Öffnung des europäischen Marktes für Agrarprodukte aus dem Mercosur. Doch das Regionalabkommen eignet sich kaum dafür, Konflikte mit nur einem Partner auszutragen. Zweckmäßiger wäre es vielmehr, die Schwachpunkte beim Arten- und Waldschutz mit effektiven Überwachungsverfahren zu beseitigen und die Schutzpolitik mit bestehenden Instrumenten zu vertiefen.
