Análisis of the Levels of Infrastructure and Access to ICT in Latin America

Even though knowledge economies are a by-product of the increasing use of ICTs worldwide, its impact seems biased only towards developed countries. Latin America still faces a digital gap, despite having laid some ties with the global economic and informational system. Therefore, it is a region lacking the necessary advances regarding Infrastructure capacity, ICT access, and ICT use. This paper analyzes the evolution of both ICT availability and ICT access levels in Latin America. We use a model to empirically test the degree of association between ICT availability and access for the countries in the region, and their respective per-capita income. An indicator is also constructed so that intra-region comparisons can be made, letting us identify those countries having the more potential for improvement in the area at hand
