ANFA und das Zahlungsverkehrssystem TARGET2 : zwei Konzepte zur national-autonomen Geldschöpfung im Eurosystem

Das ANFA-Abkommen ermöglicht den Notenbanken der Eurostaaten die Schaffung von Zentralbankgeld auf eigene Rechnung und eigenes Risiko im Rahmen ihrer nicht geld - politischen Aktivitäten. Über TARGET-Verbindlichkeiten können die nationalen Notenban - ken zudem die Verteilung der Schöpfung von Zentralbankgeld innerhalb der Währungs - union beeinflussen. Was sind die Gemeinsamkeiten, was die Unterschiede und schließlich: Welche Implikationen ergeben sich aus einer national-autonomen Geldschöpfung für das Eurosystem? Ein besonderes Augenmerk wird hierbei auf die Kongruenz von Emissions- und Geldannahmegemeinschaft als Voraussetzung für die Stabilität einer Währungsunion gelegt.
