Arbeitsbedingungen, Leistungsdruck, Gesundheit am Arbeitsplatz. BMBF-Projekt: Dienst-Leistung(s)-Arbeit, WSI-Betriebs- und Personalrätebefragungen
Psychische Arbeitsbelastungen, besonders zunehmender Leistungsdruck, Stress und Mobbing, nehmen deutlich zu und rücken damit ins Blickfeld des Arbeits- und Gesundheitsschutzes. Der Gesetzgeber hat 1996 mit dem auf Gesundheitsprävention erweiterten Arbeitsschutzgesetzt reagiert. Und trotzdem zeigen sich in der betrieblichen Praxis erhebliche Umsetzungsdefizite, wie unter anderem aus den Befunden der WSI-Betriebsrätebefragungen deutlich wird. Dies hat im wesentlichen zwei Gründe: die psychischen Arbeitsbelastungen werden von vielen Verantwortlichen (noch) nicht entsprechend problematisiert; oder aber sie werden problematisiert, es fehlen aber entsprechende Strategien, um das Thema im Betriebsalltag aufzugreifen und erfolgreich umzusetzen. Es kommt zudem nicht selten vor, dass Verbesserungen, die zwischen Betriebsrat und Unternehmensleitung vereinbart wurden, von den Beschäftigten nicht angenommen werden, weil sie mit betrieblichen Zwängen kollidieren. Ein Dilemma - denn ebenso wie nach neuesten Forschungsergebnissen Stress und Überforderungssymptome zunehmen, steigt im Zuge steigenden Wettbewerbsdrucks der Unternehmen die Bedeutung gesunder, leistungsfähiger und motivierter Mitarbeiter an. Dass weniger Stress möglich ist, zeigen die auf den folgenden Seiten dargelegten Zusammenhänge zwischen psychischen Belastungen und der Arbeitsorganisation sowie erste betriebliche Strategien, die gezielt auf eine humanere Arbeitsgestaltung hinwirken. Sie reichen von betrieblichen Gesundheitszirkeln und Gesundheitsmanagement über gesetzliche Instrumente wie die Gefährdungsanalyse nach §5 Abs. 3 des Arbeitsschutzgesetzes Diese Arbeit, die im wesentlichen auf Arbeiten im Rahmen des vom BMBF geförderten Projekts Dienst-Leistung(s)-Arbeit/WSI-Teilprojekt Arbeit, Leistung und Interessen im IT-Bereich beruht, dokumentiert die in der betrieblichen Praxis auftretenden Probleme und zeigt erste Handlungshilfen auf. Sie dient als Hinführung zu weiteren Gestaltungsansätzen und Handlungshilfen, vor allem für Gewerkschaften und Betriebsräte sowie weiteren Akteuren des betrieblichen Gesundheitsschutzes. Sie leitet damit zugleich den Beginn weiterer, auf Arbeitsgestaltung bezogener Aktivitäten des WSI nach Abschluss der Förderung ein.
