Arbeitsvermittlung als Übergangsarbeitsmarkt
Die Theorie der Übergangsarbeitsmärkte stellt für die Betroffenen wirkungsvolle Lösungen für den Übergang von der Arbeitslosigkeit in die Beschäftigung in das Zentrum ihrer Überlegungen. Wirkungsvoll bedeutet in diesem Kontext, dass der individuelle Übergang institutionell unterstützt wird, dieser auch als erstrebenswert erscheinen soll und Anreize, ihn zu wagen, geschaffen werden. Die auf das betroffene Individuum bezogenen Qualitätskriterien für den Verlauf des Überganges sind daher als Anforderungen an einen Arbeitsmarktübergang zu interpretieren. In der Zielsteuerung eines Übergangsarbeitsmarktes müssten folglich für die tatsächliche Lösung von individuellen Übergangsproblemen dementsprechende Indikatoren zur Messung der Qualität eines Überganges implementiert werden. Angesichts der Grenzen von Zielsteuerungssystemen und ihrer Eigendynamiken kann derzeit für die österreichische Arbeitsmarktverwaltung nicht ausgeschlossen werden, dass der Druck, die Zielkennzahlen der arbeitsmarktpolitischen Ziele in der Arbeitsvermittlung zu erreichen, auf Kosten der Qualität individueller Lösungen für diesen Arbeitsmarktübergang geht. Eine am Übergangsarbeitsmarkt "Arbeitsvermittlung" ausgerichtete Zielsteuerung müsste dementsprechend versuchen, "nicht-funktionale" individuelle Lösungen auszuschließen.
