Arbeitszeiten wieder so lang wie vor 20 Jahren: IAQ/HBS Arbeitszeit-Monitor seit 2001: Auf Personalabbau folgten Arbeitszeitverlängerungen
Auf den Punkt: 2006 arbeiteten vollzeitbeschäftigte Arbeitnehmer/innen in Deutschland durchschnittlich 40,3 (Westdeutschland: 40,4) Stunden in der Woche. In Westdeutschland waren dies die längsten Arbeitszeiten seit 1988. Der Anstieg der Arbeitszeiten ist in Westdeutschland stärker ausgeprägt als in Ostdeutschland, so dass die westdeutschen Arbeitszeiten in den letzten Jahren sogar etwas über das ursprünglich höhere ostdeutsche Niveau hinaus angestiegen sind. Bei der Arbeitszeitverlängerung sind die Metallindustrie und der öffentliche Dienst in Westdeutschland führend. Innerhalb von nur drei Jahren (2003 bis 2006) erhöhten sich die durchschnittlichen Arbeitszeiten in beiden Branchen um rund eine Wochenstunde. Bei den Vollzeitbeschäftigten liegen die deutschen Wochenarbeitszeiten im EU-Durchschnitt. Die Arbeitszeiten teilzeitbeschäftigter Frauen dagegen sind in keinem Land der EU so kurz wie in Westdeutschland. Die Arbeitszeitverlängerungen im zurückliegenden Konjunkturaufschwung dürften auch auf den massiven Personalabbau in vielen Unternehmen während der Stagnationsphase 2001-2003 zurückzuführen sein. Aus dieser Fehlentwicklung sollte in der jetzt einsetzenden Rezession gelernt werden.
