The way we define careers and positions in a country (in Brazil and all other) is derived from the conception of State and its role in a historic moment. This study will try to show the state of the art of careers and public positions in federal public service, particularly in the executive sector, its historical determinants, the discussions that permeate the determination of careers and the very different practices used over time for defining positions and salaries in these sectors. The methodology used for determining the hierarchy of positions will be examined, and a first attempt to establish more modern and accurate parameters for the determination of these variables will be done. The comparison of factors, method used so far, in addition to not being transparent to public agents and to Society, is obsolete and extremely susceptible to partial and momentary visions of each government administration. Despite the fact that the current managers of these systems have historically fought the organization of careers considering its departments, that`s the way they`re actually proceeding, without revealing which criteria was used to prioritize the functions and without effective participation of either the organizations representing the workers, or yet of the departments themselves. The criteria to proceed to the description and analysis of the careers involved in public administration, moving up to the description and study of the various stages that a career must go through, the courses and internal or external training that must be made, the average time needed for each stage, the determination of a system of scores free of defects, the generation of a method of continuous and systematic evaluation of careers, with the implement in the administration (possibly in the MPOG) of a center of studies in careers, with regulation and participation of the unions and associations, as well as the public entities involved, is essential at this point, because the current process, apparently empirical and certainly authoritative, goes against the wishes of the Society and the Brazilian State.
