Aserbaidschan im Aufwind. Erhebliche Kooperationspotentiale auch außerhalb der Energieförderung
Aserbaidschan ist in den ersten Jahren seiner Unabhängigkeit nicht zuletzt wegen des bewaffneten Konflikts mit Armenien (Berg Karabach) von ausländischen Investoren gemieden worden. Die Mitte der neunziger Jahren eingeleitete Stabilisierungspolitik im Verbund mit der Unterzeichnung des ersten Erdölerschließungsvertrages zwischen der staatlichen Ölgesellschaft SOCAR und einem internationalen Konsortium brachten die Trendwende in der Wirtschaftsentwicklung. Getragen vom boomenden Ölsektor ergeben sich auch außerhalb der Energiegewinnung hervorragende Kooperationschancen für deutsche Unternehmen. Eine ausführliche Analyse der Kooperationsmöglichkeiten ist als Working Paper des Osteuropa-Institut München (Nr. 251; Download auf der Homepage des Osteuropa-Instituts) erschienen. Die Studie zeigt für einzelne Branchen und Bereiche außerhalb der unmittelbaren Energieförderung, bei der aufgrund der deutschen Wirtschaftsstruktur die Ansatzpunkte geringer sind, konkrete Kooperationsmöglichkeiten auf. Die besten Perspektiven bieten sich in den vor- und nachgelagerten Bereichen der Energiegewinnung, der Nahrungsmittelproduktion, der Textilindustrie, der Bauwirtschaft sowie der Telekommunikation. Aufgezeigt werden konkrete Projekte, wobei jeweils auch auf Finanzierungsmöglichkeiten durch die internationalen Finanzorganisationen eingegangen wird. Zur besseren Einschätzung möglicher Kooperationen werden jeweils auch die wirtschaftliche Entwicklung sowie relevante Reformentwicklungen in den einzelnen Bereichen dargestellt. Eine Bewertung der Chancen und Risken soll interessierten Kooperationspartnern Hinweise auf mögliche Hemmnisse und Probleme bei einem Engagement in Aserbaidschan geben.
