Auswirkungen der EU-Regionalpolitik auf Österreichs Regionen
Die vorliegende Diplomarbeit beschäftigt sich mit den Wirkungen der europäischen Regionalpolitik in Österreich. Zu Beginn werden die Grundlagen der Regionalpolitik bzw. der europäischen Regionalpolitik näher erläutert. Eine Darstellung der einzelnen Programmperioden in Österreich, wobei besonderes Augenmerk auf die Reformen der einzelnen Förderperioden gelegt wird, ergänzt den einführenden Teil. Anschließend wird durch verschiedene methodische Zugänge versucht, die quantitativen Effekte der EU-Förderinitiativen in Österreich abzuschätzen. Die Entwicklung der heimischen Raumstruktur wird auf kleinräumiger Ebene vor und in den Förderperioden der EU-Strukturfondsinitiativen in Österreich analysiert. Mit Hilfe von statistischen Testverfahren sollen signifikante Unterschiede zwischen geförderten und nicht geförderten Regionen bzw. Förder- und Nicht-Förderzeiträumen festgestellt werden. Ergänzt werden diese Erkenntnisse durch das Simulationsmodell MultiREG, welches die Wirkungen der EU-Fördermaßnahmen im Kreislaufzusammenhang der österreichischen Bundesländer erkennen lässt und somit direkte Schlüsse zu den Effekten der EFRE-Interventionen ermöglicht. Ein positiver Beitrag der EU-Regionalpolitik zum regionalen Ausgleich in Österreich ist angesichts der gewonnenen Ergebnisse zumindest wahrscheinlich.
