Auswirkungen des Infrastrukturwettbewerbs durch HFC-Netze auf Investitionen in FTTX-Infrastrukturen in Europa
Zielsetzung des vorliegenden Beitrags, ist die Untersuchung des Einflusses der Existenz von HFC-Netzen auf das Investitionsverhalten der Incumbents und alternativen Anbieter in den EU 28 im Zeitraum zwischen 2011 und 2017. Die meisten europäischen Kabelnetze wurden vor der Liberalisierung der TK-Märkte zum Zweck der Distribution von TV-Inhalten errichtet. Durch die eigentumsrechtliche und organisatorische Entflechtung von den Telekommunikationsanbietern, die Aufrüstung der ursprünglich uni- in bi-direktionale Netze und die Einführung des DOCSISStandards als Basis für hochleistungsfähige Breitbandprodukte, sind die Kabelnetzbetreiber in zahlreichen Mitgliedsstaaten zu den wesentlichen alternativen Wettbewerbern auf den Märkten für Breitbanddienste geworden. Im Gegensatz zu früheren ökonometrischen Untersuchungen weisen unsere Ergebnisse für die EU 28 auf komplexe Wirkungszusammenhänge zwischen HFC- und FTTxAusbauten hin: - Im Jahr 2011 lässt sich eine stark positive Korrelation zwischen Kabel- und FTTx-Abdeckung feststellen. Im Jahr 2017 ist dieser Zusammenhang jedoch nicht mehr zu beobachten. - Für den Zeitraum zwischen 2011 bis 2017 lässt sich feststellen, dass die Existenz von Kabelnetzen einen negativen Einfluss auf Investitionen in neue FTTxInfrastrukturen hatte. - Erweiterungsinvestitionen in die Kabelnetze haben hingegen zu Gegeninvestitionen der Incumbents und alternativen Anbieter geführt. Auch wenn aufgrund der heterogenen Bedingungen verallgemeinernde Aussagen mit Blick auf die weiteren Entwicklungen auf Ebene der Mitgliedsstaaten schwierig sind, legen unsere Ergebnisse in der Gesamtschau nahe, dass nicht davon ausgegangen werden kann, dass im Zeitablauf ein flächendeckender marktgetriebener Überbau der HFC-Gebiete durch FTTP-Infrastruktur im Sinne eines Infrastrukturwettbewerbs stattfinden wird.
