Autonomie statt Entwicklung
Eine umfassende Analyse des zapatistischen Autonomieprojektes aus entwicklungskritischer Perspektive ist neu. Die Zielsetzung der vorliegenden Arbeit besteht darin, das Verhältnis zwischen der zapatistischen Autonomie und dem radikal-demokratischen Post-Development-Ansatz zu untersuchen. Dem zugrunde liegt die Frage, ob in den zapatistischen Gemeinden in Chiapas eine Alternative zu „Entwicklung“, wie sie vom Post-Development-Ansatz skizziert wird, entsteht. Die Arbeit nähert sich der Forschungsfrage an, indem verschiedene Aspekte des Autonomieprojekts analysiert werden. Zunächst wird die politische Autonomie betrachtet, die sich durch lokale, dezentralisierte und basisdemokratische Organisationsformen charakterisiert. Anschließend untersuche ich die drei Hauptachsen der zapatistischen Autonomie: Bildung, Gesundheitsversorgung und den produktiven Sektor. Für alle Bereiche lässt sich feststellen, dass lokale kulturelle Praktiken und indigenes Wissen eine wichtige Rolle spielen, obwohl gleichzeitig stark auf Wissen von außerhalb der Gemeinden Bezug genommen wird und die zapatistische Bewegung ihre Einbindung in globalisierte wirtschaftliche und politische Strukturen als Herausforderung erkannt hat. Diese Hybridisierung, die ein wesentliches Merkmal des zapatistischen Autonomieprozesses darstellt, wird im zapatistischen Diskurs über „Entwicklung“ unterstrichen. Wie im Post-Development werden universalistische Modelle und so genanntes „ExpertInnenwissen“ abgelehnt. Auffällig ist jedoch die gelegentliche Geringschätzung des indigenen Wissens. In einem weiteren Schritt wird das Verhältnis zwischen zapatistischer Bewegung und NGOs sowie Solidaritätsgruppen untersucht. Dabei zeigt sich, dass trotz gemeinsamer politischer Ziele häufig Muster des Entwicklungsparadigmas bestehen bleiben. Zusammenfassend schätze ich das Autonomieprojekt der zapatistischen Bewegung als Alternative zu fremdbestimmter „Entwicklung“ ein. Es finden sich viele Elemente des emanzipatorischen, radikaldemokratischen Post-Development-Ansatzes im zapatistischen Autonomieprojekt wieder.
