Avant-propos
Dans cet avant-propos, on a tenté de dégager et d'articuler, de manière relativement précise, les principaux messages (dans l'ensemble, convergents) des contributions et débats, en particulier les suivants : La forte inertie opposée à la transition au marché, par les structures agraires héritées, collectives mais paradoxalement aussi privées (Pologne), car très profondément "symbiotes" du système antérieur au point d'en entretenir de facto les réseaux de pouvoir locaux et régionaux. Le risque alternatif de décomposition brutale des entreprises et circuits, révélé notamment dans les décollectivisations plus ou moins sauvages des Balkans (Roumanie, Albanie et Bulgarie, de manière plus contrôlée). Les conséquences négatives, même dans les pays les mieux engagés dans la transition : récession agricole, crise financière, montée des agroimportations subventionnées par l'Ouest. En réponse, la montée de politiques agricoles des structures et infrastructures, de régulation et protection des marchés intérieurs malgré la grande pauvreté des budgets disponibles. Le rôle crucial, pour l'avenir de ces agricultures, de la réforme des marchés internationaux, dans un sens soit libéral, soit "organisé".
