Bas revenus, consommation restreinte ou faible bien être : les approches statistiques de la pauvreté à l'épreuve des comparaisons internationales
[fre] L'approche statistique de la pauvreté pose des problèmes conceptuels et de mesure, qui se trouvent démultipliés dans le cas des comparaisons internationales dès lors que l'on cherche à mettre en perspective des sociétés très diverses. Les définitions nationales sont loin d'être unifiées. Le monde anglo-saxon et les pays de l'Europe de l'Est ont plutôt recours à des mesures basées sur la capacité ou non à acquérir des paniers de consommation plus ou moins évolutifs - démarche souvent qualifiée d'absolue. L'Europe occidentale a une tradition d'approche relative. Même si la plupart des pays adoptent un concept de pauvreté monétaire, il ne faut pas pour autant négliger des définitions basées sur des privations en matière de consommation ou encore des difficultés à équilibrer le budget. Chaque approche a ses forces et ses limites, chacune repose sur des présupposés normatifs correspondant à des choix de société, de nature politique, ou à des normes sociales implicites. L'usage conjoint de plusieurs approches est la meilleure façon de décrire le phénomène complexe qu'est la pauvreté sans trop le réduire et sans être trop sensible aux erreurs de mesure. El enfoque estadístico de la pobreza plantea unos problemas conceptuales y de medición, que se multiplican en el caso de las comparaciones internacionales, siempre que se trate de presentar conjuntamente unas sociedades muy diversas, tanto desde el punto de vista de los niveles de vida actuales como desde el de su historia económica y social. Las definiciones nacionales distan mucho de estar unificadas. El mundo anglosajón y los países de la Europa del Este recurren más bien a unas mediciones basadas en la capacidad o no de adquirir unas cestas de consumo más o menos evolutivas •enfoque a menudo llamado, aunque de manera impropia, absoluto. La Europa occidental tiene una tradición de enfoque relativo. Aunque la mayor parte de los países adopten un concepto de pobreza monetaria, no hay que descartar sin embargo unas definiciones basadas en unas privaciones a nivel de consumo o también unas dificultades por equilibrar el presupuesto. Cada enfoque tiene sus fuerzas y sus límites, cada uno descansa en unos presupuestos normativos, que corresponden con unas opciones de sociedad, de índole política, o con unas normas sociales implícitas. El uso conjunto de varios enfoques es la mejor manera de describir sin reducirlo el fenómeno complejo de la pobreza. En todos los países, las poblaciones definidas de esta manera presentan un núcleo común, pero que difiere bastante. El pasar de los conceptos a la medición estadística necesita el uso de unas hipótesis, de unas convenciones técnicas que hay que adaptar al contexto de cada sociedad. Aunque esto pueda resultar sorprendente, enfocar unas realidades diversas de una manera comparable puede justificar que se tomen opciones diferentes entre los países, por ejemplo en la manera de tomar en cuenta el número de personas de un hogar para pasar de las rentas al nivel de vida, o en la lista de los síntomas retenidos para caracterizar la pobreza en condiciones de vida. La comparabilidad se obtiene por la adopción de unos métodos idénticos, y no necesariamente por el recurso a las mismas convenciones pormenorizadas. La calidad de los datos, siempre difícil de conseguir cuando el interés radica en las rentas o en los patrimonios que siguen siendo asuntos poco discretos para muchas de las personas encuestadas, puede también disminuir la comparabilidad de los resultados. En los países en transición donde la empresa privada se desarrolla muy rápidamente, donde los sistemas fiscales están todavía en una fase de mutación, son todavía más difíciles de interpretar que en las economías estables. Der statistische Ansatz zur Messung der Armut wirft konzeptuelle Schwierigkeiten und Messprobleme auf, die im Falle internationaler Vergleiche noch zunehmen, wenn sehr unterschiedliche Gesellschaften im Hinblick auf aktuelle Lebensstandards sowie ihre wirtschaftliche und politische Geschichte analysiert werden sollen. Die nationalen Begriffsbestimmungen sind alles andere als einheitlich. Die angelsächsischen und osteuropäischen Länder verwenden eher Messungen basierend auf der Fähigkeit oder Unfähigkeit, mehr oder weniger evolutive Warenkörbe zu kaufen •eine Vorgehensweise, die oftmals, aber fälschlicherweise als absoluter Ansatz bezeichnet wird. In Westeuropa kommt dagegen traditionell ein relativer Ansatz zur Anwendung. Auch wenn die meisten Länder ein Konzept der monetären Armut gewählt haben, dürfen die Definitionen auf der Grundlage von Konsumentbehrungen oder Schwierigkeiten, das Budget auszugleichen, nicht vernachlässigt werden. Jeder Ansatz hat seine Vorteile und seine Grenzen; jeder basiert auf normativen Voraussetzungen, die den gewählten politischen Gesellschaftsmodellen oder impliziten sozialen Normen entsprechen. Der gleichzeitige Rückgriff auf mehrere Ansätze eignet sich am besten zur Beschreibung des komplexen Phänomens der Armut, ohne es allzu sehr einzugrenzen. In sämtlichen Ländern weisen die so definierten Populationen einen gemeinsamen, aber recht unterschiedlichen Kern auf. Der Übergang von Konzepten zu statistischen Messungen erfordert Hypothesen, technische Konventionen, die dem Kontext einer jeden Gesellschaft angepasst werden müssen. Auch wenn dies überraschen mag, die Untersuchung diverser Realitäten mittels Vergleich kann rechtfertigen, dass je nach Land unterschiedliche Ansätze herangezogen werden, etwa bei der Berücksichtigung der Anzahl Personen eines Haushalts, um vom Einkommen auf den Lebensstandard zu schließen, oder bei der Liste der Symptome zur Charakterisierung der Armut bezüglich der Lebensbedingungen. Die Vergleichbarkeit erhält man durch die Annahme identischer Methoden und nicht zwangsläufig durch den Rückgriff auf die gleichen detaillierten Konventionen. Die Vergleichbarkeit der Ergebnisse kann auch durch die Qualität der Daten eingeschränkt werden, die immer schwer zu erfassen sind, wenn man sich für das Einkommen oder Vermögen interessiert, da dies für etliche Befragte nach wie vor Tabuthemen sind. In den Reformländern, in denen die Privatunternehmen sich rasch entwickeln und die Steuersysteme sich noch im Aufbau befinden, sind sie noch schwieriger als in den stabileren Volkswirtschaften zu erfassen. Dies ist ein weiterer Grund dafür, dass man sich mit einem einzigen Ansatz nicht zufrieden geben darf. The statistical approach to poverty poses conceptual and measurement problems, which are exacerbated when international comparisons endeavour to compare highly diverse societies from the point of view of current living standards and their economic and political history. National definitions are far from uniform. The English-speaking world and the Eastern European countries tend to use measurements based on the capacity to purchase more or less variable shopping baskets •an approach that is often, but improperly called absolute. Western Europe traditionally takes a relative approach. The fact that most of the countries adopt a monetary poverty concept does not mean that the definitions based on being deprived in terms of consumption or finding it hard to balance the budget should be overlooked. Each approach has its strengths and weaknesses, and each is based on normative assumptions corresponding to societal choices, political choices and implicit social norms. The combined use of several different approaches is the best way to describe the complex phenomenon of poverty without oversimplifying it. In all the countries, the populations thus defined have a common core, but differ widely. Making the transition from concept to statistical measurement calls for hypotheses, technical conventions that need to be tailored to each society’s situation. Surprising as it may seem, approaching diverse realities in a comparable way can justify different choices between countries, for example the way in which the number of people in a household are taken into account to find a standard of living based on their incomes, and in the list of factors chosen to define poverty in terms of living conditions. Comparability is achieved by adopting identical methods, and not necessarily by using the same detailed conventions. Data quality, always hard to achieve for earnings and assets that are still deemed indiscreet subjects by so many survey interviewees, can also reduce the comparability of the findings. In transition countries where private enterprise is growing fast and where tax systems are still evolving, these subjects are even harder to study than in the more stable economies. One more reason for not making do with just one approach.
