Bourgeois Economists on Scientific and Technical Progress under Socialism
The dominant thesis in Western literature devoted to the economic problems of scientific and technical progress [STP] under socialism is that real socialism supposedly does not have an effective mechanism for implementing the advances of STP in production. Bourgeois Sovietologists claim that an immanent feature of the socialist economic system, which is based on public ownership of the means of production and centralized planning of the national economy, is its inability to innovate quickly and efficiently: to develop new technology and equipment and to use them to produce new products.>sup>1>/sup>
