Capitalist Globalization and Military Power in the Andes
Through a comparative analysis of five Andean cases (Colombia, Peru, Venezuela, Ecuador and Bolivia) I demonstrate that the conflicts and struggles over capitalist globalization in the Andes are intricately connected to the political power of the military in the region. I examine how conflicts over capitalist globalization in the five countries intersect with civil-military relations in the region, illustrating how the success or failure of neoliberal policy coalitions within these countries and U.S. democracy promotion has led to varying outcomes. Neoliberal policy coalitions have successfully held power in Colombia, Peru and Bolivia over the last two decades, committing to the economic and political norms of capitalist globalization and low-intensity democratic institutions that include the weakening of military prerogatives. Similar coalitions have been frustrated in their efforts in Ecuador and Venezuela undermining this progress on military power and weakening U.S. influence
