Chancen und Risiken der Europäischen Bankenunion
Die Europäische Bankenunion soll den Zielkonflikt zwischen Finanzmarkstabilität und der Belastung des Steuerzahlers durch Bankenrettungen auflösen und die gegenseitige Abhängigkeit von Banken und Staaten im Euroraum verringern. Auf dem Weg zum Erreichen dieser Ziele stellt die Bankenunion einen wichtigen Schritt in die richtige Richtung dar. Die Erwartungshaltung, dass hierdurch nie wieder Steuergelder zur Bankenrettung benötigt werden, kann sie jedoch nicht erfüllen. Insbesondere sind europäischer Abwicklungs- und Einlagensicherungsfonds zu niedrig ausgestattet. Entscheidend für das Gelingen der Bankenunion wird zudem das derzeit laufende Verfahren der Bankbilanzprüfung (Asset Quality Review). Statt nationaler Auffangmechanismen (Backstop) schlagen wir hierzu einen sektoralen Sonderfonds vor, der vom gesamteuropäischen Bankensektor getragen wird.
