This staff working document builds on the policies laid out in the European Commission Communication Tax and development - cooperating with developing countries on promoting good governance in tax matters and reflects the discussions at the Third FfD Conference. It analyses ways to support developing countries in providing the resources required to ensure the right mix of public goods and services for sustainable development. It aims to explain what the international community can do to support developing countries’ efforts to improve their tax systems and to benefit more from their domestic resources, without increasing the tax burden on the poor.
