Dutch abstract: Het Ministerie van Sociale Zaken en Werkgelegenheid wenste ten behoeve van de Tweede Kamer een kwalitatieve analyse van het principeakkoord over de vernieuwing van het pensioenstelsel dat de sociale partners en het kabinet bereikten in juni 2019. Deze kwalitatieve analyse diende met name aandacht te besteden aan de thema's collectiviteit, solidariteit, zekerheid voor deelnemers en adequate compensatie voor alle generaties. Dit rapport beantwoordt dit verzoek. Het reikt een denkkader aan dat toelaat om de afruil tussen verschillende doelstellingen en randvoorwaarden bij het pensioenbeleid scherper in beeld te brengen, met name vanuit zorgen om collectiviteit, solidariteit en zekerheid. Veel aandacht gaat naar vragen over de betekenis van zekerheid en solidariteit. Waarom willen we solidariteit? Wat bedoelen we precies met ‘zekerheid'? Hoe kunnen het beleid en de daarbij betrokken instellingen en actoren bijdragen tot meer zekerheid? Welke rol spelen publiek vastgelegde spelregels in het creëren van zekerheid (rules rather than discretion)?English abstract: The Dutch Ministry of Social Affairs and Employment commissioned a qualitative analysis of the pension agreement reached by the Dutch government and social partners in June 2019, focusing on solidarity, certainty and collectivity and adequate compensation for all generations. This report answers this demand and proposes a framework that allows to bring to the fore the trade-offs between various objectives and constraints formulated in the agreement of 2019 (which served as the basis for subsequent negotiations) and in pension policy in general. The report investigates the meaning of ‘solidarity' and ‘certainty'. Why do we want solidarity? What exactly is ‘certainty', when it comes to pensions? How can policy and the actors involved contribute to more certainty? What is the role of public rules in the creation of certainty (rules rather than discretion)?
