Compras governamentais : políticas e procedimentos na Organização Mundial de Comércio, União Européia, Nafta, Estados Unidos e Brasil

This report analyzes the legislation about government procurement adopted in the context of trade agreements of the European Union, the World Trade Organization and Nafta, and the rules about this subject in United States and Brazil. Its main goal is to provide information that could support the Brazilian participation in the negotiations being developed under the proposed Alca agreement for the definition of a public procurement agreement. The procedures applied in the acquisition of goods, services and works in those agreements are described and, in the case of the United States, the policies favoring the purchasing of domestic-made goods, which are covered by the procurement legislation of that country, are also analyzed. In the ending section of chapter 5, the barriers to commerce in the North-American legislation are indicated. It is also shown that those barriers could persist in spite of the signature of a procurement agreement in the context of Alca. In the same way, in the Conclusion chapter, the causes for the possible disadvantaged position that Brazilian suppliers can face (and, by extension, those of other Latin American countries), vis-a-vis the suppliers from Nafta, especially those from United States and Canada, are pointed out.
