Constitutional Multiculturalism and the Russian Citizenship

In article the following questions are analyzed: theoretical aspects of formation constitutional multiculturalism and interrelation of citizenship and polyethnic, polycultural structure of citizens; approaches to understanding of citizenship in conditions constitutional multiculturalism. The article examines the theoretical framework, the range of subjects and content of the right to constitutional modernization, examines the international legal framework and the possibility of constitutional regulation of the legal subjects of a constitutional modernization. Particular attention is paid to the controversial issue of the right of economic actors to participate in the process of constitutional modernization. The article is devoted to the analysis of the approaches to the classification of the functions of the constitution of the modern state. In the article the basic spheres of action of the constitution and their scientific perception in modern domestic and foreign jurisprudence are revealed. The author pays special attention to the correlation of the terms «basic law» and «higher law» in the constitutional jurisprudence. The article analyses conception, substance and range of subjects of law for citizen's right to address to local authorities, discovered the problems of separation of duties between bodies of state power and local authorities in the sphere of citizen's examination procedure regulation, discussed the questions of legal liability of bodies and officials of local authorities. The article analyzes the concept of constitutional innovations and changes in constitutional complaint regulations as a means of protection of individual rights and freedoms and the rights of legal entities
