Contracting for Human Services : The Case of Pennsylvania's Subsidized Child Day Care Program - Policy Limitations and Prospects

In human service systems, future service delivery models are likely to forge private-public partnerships, with government as the prime funding source and private organizations as the service delivery network. At present, however, government must confront several key issues that evolve from the shift to service contracting in order to "rip-off" the benefits inherent in POSC. This paper explores some of these issues and focuses particularly on the human services since they face many of the basic problems that are part of contracting out
