Coordinated Development of Economy and Ecology Based on Emission Rights—A Case Study of Changxing County, Huzhou City, Zhejiang Province

The total amount of pollutants based on the allocation and trading of emission rights is a hot issue in the field of water environment management, while the traditional allocation of pollutant discharge right does not take the constraints of water environment carrying capacity into account. Based on ecological theory, carrying capacity theory and system science theory, this paper constructs a water environment carrying capacity system consisting of four subsystems: water environment, population, economy, and the subjective regulation based on “red lines of water ecological protection, upper limit of water resources utilization, bottom line of water environment quality and negative lists of environmental access”. And then the corresponding dynamic feedback coupling model is constructed by applying the system dynamics method. Taking 2012-2030 as the system simulation interval, the research results show that some pollutants such as TN in Changxing County exceed the standard, and certain policy interventions are needed. Based on the three analytical orientations of “pollution control, pollution treatment and capacity expansion”, 27 policy intervention points were proposed, and a comprehensive plan for coordinated development of green production and ecological civilization construction based on the distribution of emission rights was designed. The simulation results show that the output value of the textile industry in Changxing County has increased by 20.07%, and the electrical machinery and equipment manufacturing industry has increased by 12.01%, breaking through the bottleneck of economic development based on water environment carrying capacity in Changxing County and raising the upper limit of economic development. While improving economic development, it has improved the ecological and water environment, achieved coordinated development of economy and ecology, and conformed to the development concept of “lucid waters and lush mountains are invaluable assets”
