Cultural Values and Human Development : From a Systematic Review to a Research Agenda
While the study of culture and its effects on economic, social, and psychological processes has experienced an explosion of attention, a systematic literature review on the integration of Human Development (HD) with cultural values is still missing. Based on a comprehensive view of HD (applying the 12 dimensions of Stewart et al. (2018)), 150 publications were evaluated through a combination of review techniques, such as scope classification, quantitative synthesis, dimension inter-relationality, and content analysis. This mix of analyses allows us to summarize the main insights of the literature and identify 39 research opportunities, including HD dimensions, topics, contexts, and methods that are under-explored from a cultural perspective. The predominant values in a society are particularly important for HD in multiple dimensions and for several reasons. This systematic review revealed promising paths for theory and empirics, such as the mutual reinforcement of instrumental freedoms, the local cultural adaptation without compromising fundamental entitlements, the role of power and social structures, and the creation of theoretical bridges between Sen and Nussbaum. Cultural values play an important role in the implementation and priority setting of HD policies, however research on their multiple links with different HD dimensions is only at its beginning
