Das kommunale Dilemma / The dilemma of municipalities
Zusammenfassung Die Finanzlage der meisten Kommunen hat sich in den Jahren 2009 und 2010 dramatisch verschlechtert. Die kommunalpolitischen Interessenvertreter und Verbände verlangen vom Bund und den Ländern finanzielle Hilfen und Entlastungen. Es gibt jedoch wirksame Strategien, die die Kommunen mit eigener Kraft aus ihrer Notlage befreien könnten. Solche Maßnahmen werden jedoch weder von den meisten Städten und Gemeinden eingeleitet, noch veranlassen Bund und Länder die finanzschwachen Kommunen, die vorhandenen Möglichkeiten zum Ausbruch aus der verfahrenen Lage energisch zu nutzen. Der Beitrag behandelt die zahlreichen ordnungspolitisch wünschenswerten Verfahren, wie dem Grundsatz „Selbsthilfe vor Fremdhilfe“ zum Durchbruch verholfen werden kann.
