Democracia e Economia - Uma Discussão em torno do papel económico das eleições
Abstraindo-nos dos inegáveis e inquestionáveis benefícios sociais e políticos da democracia, esta apresenta efeitos de natureza económica que importa também estudar. Uma das mais importantes vias de transmissão de efeitos por parte da democracia à economia prende-se com a existência de eleições. De facto, as eleições podem resultar em efeitos nefastos sobre a economia quando os governos, justificada ou injustificadamente, usam a política económica para alcançar fins de natureza meramente eleitoral prejudicando, dessa forma, o bem-estar social. Assim, importa em primeiro lugar analisar o papel dos eleitores na justificação (ou não) de uma actuação oportunista, ou seja eleitoralista, por parte dos governos. Para além daqueles efeitos, existem outros inegavelmente positivos associados ao papel económico das eleições. Deste ponto de vista, importa estudar de que forma as eleições podem ser utilizadas para obter benefícios sociais de natureza económica. Como é sabido, as eleições permitem: 1. Em primeiro lugar, ter em conta as preferências e os interesses das gerações futuras; 2. Em segundo lugar, proceder à distinção atempada entre governos competentes e incompetentes; 3. Em terceiro lugar, implementar estratégias de punição ou de recompensa eleitoral de acordo com o desempenho económico dos governos; 4. Em quarto lugar, determinar qual o comportamento a assumir pelos eleitores para que, quanto mais um Governo actue de acordo com os genuínos interesses sociais, mais seja recompensado eleitoralmente.
