Der Brexit als Neuland: Mit dem britischen Referendum beginnt ein komplexer Austrittsprozess - und vielleicht die Erneuerung der EU
Die EU betritt rechtlich und politisch Neuland, nachdem die Briten per Referendum entschieden haben, die Union zu verlassen. Erstmals könnte der Austrittsartikel 50 des EU-Vertrags angewendet werden. Schon jetzt zeigt sich, dass ein Austritt nicht einfach die Kehrseite des Beitritts sein kann, weder prozedural noch politisch. Die verbleibende EU-27 wird eine »Austrittsdoktrin« entwickeln müssen, in der sie definiert, welche Spielregeln für den Umgang mit Großbritannien gelten, sobald das Land seine EU-Mitgliedschaft aufkündigt. Denn Artikel 50 lässt viel politischen Spielraum, um den hochkomplexen Prozess zu gestalten, durch den das Vereinigte Königreich aus der Mitgliedschaft entlassen, seine Neuverbindung zur EU ermöglicht und das Vertragswerk für eine EU-27 angepasst wird. Dabei trifft der Brexit eine krisengestresste und orientierungslose Union. Nötig ist eine Erneuerung der Integration, die in den Mitgliedstaaten und bei deren Rolle im EU-System ansetzen sollte.
