Der Westbalkan ohne Zukunftsplan: Die EU-Erweiterungsdebatte gefährdet die Stabilität im schwächsten Teil Europas
Die Stabilisierung des Westlichen Balkans könnte durch das Scheitern des EU-Verfassungsentwurfs und die daraufhin in einigen Mitgliedstaaten verstärkt erhobenen Forderungen nach einer Verzögerung oder gar Aufgabe der künftigen EU-Erweiterung einen folgenreichen Rückschlag erleiden. Das Entrücken der EU-Perspektive zeitigt mancherorts in der Region schon deutliche Wirkungen: Die nationalistischen Töne werden wieder lauter und in den Außenbeziehungen ist eine erneute Hinwendung zu den USA zu erkennen. In Kroatien, das von allen Ländern der Region dem Beitritt am nächsten ist, unterstützt nur noch jeder dritte Bürger die EU-Mitgliedschaft. Um einem Wiederaufflammen der ethnopolitischen Auseinandersetzungen vorzubeugen, aber auch um die Glaubwürdigkeit der Gemeinsamen Außen- und Sicherheitspolitik zu bewahren, sollte die EU die Bedingungen und den Fahrplan für die nächste Erweiterungsrunde konkretisieren.
