Deutschland als Forschungsstandort multinationaler Unternehmen
Nach einer längeren Stagnation in der ersten Hälfte der 90er Jahre sind die Gesamtaufwendungen der Wirtschaft für Forschung und Entwicklung (FuE) in Deutschland von 30,5 Mrd. Euro (1996) auf gut 44 Mrd. Euro (2001) um fast die Hälfte gestiegen. Der überwiegende Anteil dieser Aufwendungen entfällt auf multinationale Unternehmen, deren Produktions- und zunehmend auch Forschungsstandorte international verteilt sind. Ihre wachsenden FuE-Aufwendungen im Ausland sind in der Regel das Resultat der Expansion in neue Märkte und nicht der "Verlagerung" von FuE-Kapazitäten. Die Ausdehnung von FuE im Ausland findet vorwiegend im Zuge von Unternehmensbeteiligungen, Akquisitionen und Fusionen statt. Im Zeitraum 1995 bis 1999 war Deutschland nach den USA und Großbritannien das Land mit dem drittgrößten Transaktionsvolumen bei grenzüberschreitenden Fusionen und Firmenkäufen. In den USA, dem wichtigsten Auslandsstandort deutscher Unternehmen für FuE, wuchs deren FuE-Potential in diesem Zeitraum um real durchschnittlich 15 % und damit schneller als in den 80er Jahren und zu Beginn der 90er Jahre. Hinsichtlich des Umfangs von FuE-Aktivitäten ausländischer multinationaler Unternehmen steht Deutschland gemeinsam mit Großbritannien nach den führenden USA auf Platz 2.
