Development of Strategies and Methods for Reengineering of Human Resources

An important limitation in the modern industrial society is that organizations cannot exist continuously and effectively without changing their production, structure, technical equipment and qualification levels of their employees. Reorganization that is necessary to be made over time could be conducted in two principal ways: 1) Slow evolutionary changes; 2) Dynamic, sharp and short term revolutionary changes. Global changes in the business world, relating to market competition, scientific, technical and technological innovations, limited resources and new ideas for job creation, employment and management of organizations, increasingly require the application of the process of reengineering. One of the founders of reengineering, M.Haber and D.Champi characterize it as follows: “The process of reengineering is usually defined as the fundamental reconsideration and radical reorientation of the business processes, related to the management and production, in order to achieve significant improvements in terms of cost, quality, services, speed of delivery and attendance”. This definition can be expressed with four keywords (Figure 1): fundamental, radical, drastic and process. Reengineering of the main activity or parts of it is inextricably linked to reengineering of the human resources management of the organization. The reorganization of the management of human resources in organizations in post-communist societies is associated with certain characteristics that are different from countries with developed market economy:  There are still managers from the „old generation” at key positions in the management of the companies- people who do not always understand new modern methods of management of the human potential and believe these are not justified. Insufficient development of the market economy of companies.  Accession of the countries in the European Union, which is related to compliance with the standards and regulations for production and management of human personnel
