Die ökonomische Bedeutung des Pendelns zwischen Ost- und Westdeutschland - eine empirische Analyse auf individueller und regionaler Ebene aus der Perspektive Ostdeutschlands

Mit den ökonomischen Unterschieden zwischen Ost- und Westdeutschland geht eine hohe Arbeitskräftemobilität einher. Auf das Pendeln entfällt ein bedeutender Anteil dieser Arbeitskräftemobilität. In der vorliegenden Dissertation werden die Determinanten und Auswirkungen des Pendelns zwischen Ost- und Westdeutschland aus der Perspektive ostdeutscher Personen bzw. ostdeutscher Kreise untersucht. Auf individueller Ebene werden die Daten des Sozio-ökonomischen Panels zur Analyse der Determinanten und Auswirkungen verwendet. Für die regionale Untersuchung werden Daten auf Kreisebene aus den Volkswirtschaftlichen Gesamtrechnungen der Länder und von der Bundesagentur für Arbeit analysiert. Ausgehend von Mincer-Einkommensfunktionen ergibt sich, dass ostdeutsche Pendler hinsichtlich des Einkommens anscheinend vom Pendeln profitieren. Durch das Pendeln können sie ungefähr 20 % höhere Einkommen erzielen als vergleichbare ostdeutsche Personen, die nicht nach Westdeutschland pendeln. Die regionalen Determinanten der Pendelströme werden mit Hilfe von ökonomischen Gravitationsmodellen untersucht. Neben der Entfernung scheinen auch ökonomische Variablen - wie die Arbeitslosenquote und das Lohnniveau - die Pendelströme zwischen Ost- und Westdeutschland zu beeinflussen. Anscheinend betreffen die regionalen Auswirkungen des Pendelns das Ausmaß der wirtschaftlichen Aktivität und die Einkommen der privaten Haushalte. Das Pendeln hat allerdings keinen Einfluss auf die Produktivität in den ostdeutschen Kreisen.
