Die ökonomischen Auswirkungen des Russlandembargos der EU

Anfang Juni 2022 einigten sich die EU-Mitgliedstaaten auf ein russisches Ölembargo über den Seeweg. Dies soll zu einem Rückgang der russischen Öllieferungen in die EU um zwei Drittel führen. Anhand eines quantitativen Handelsmodells werden in diesem Beitrag die wirtschaftlichen Folgen der Sanktionen untersucht. Dabei werden drei Szenarien möglicher Sanktionsmaßnahmen simuliert. Das erste Szenario betrachtet die Folgen eines EU-Ölembargos gegen Russland. Im zweiten Szenario erhebt die EU in allen Sektoren Sanktionen gegen Russland. Die Verschärfung des Handelskonflikts, bei der Russland ebenfalls Sanktionen gegen die EU verhängt, wird im dritten Szenario analysiert. Die Resultate zeigen, dass das Ölembargo einer Erhöhung der Handelsschranken um 40% entspricht, was zu einem Rückgang des russischen BIP um 0,48% führen würde. In den beiden anderen Szenarien würde sich die Zuspitzung des Konflikts noch stärker auf die russische Wirtschaft auswirken. Auch die EU selbst wäre von einer solchen Sanktionspolitik beeinträchtigt. Vor allem die osteuropäischen Länder würden aufgrund ihrer engen wirtschaftlichen Verflechtungen zu Russland am stärksten betroffen sein.
