Die Entwicklung der internationalen Drogenwirtschaft
Drogenangebot und -nachfrage definieren sich ausschließlich über den Markt, der interventionistisch und dereguliert zugleich ist:interventionistisch wegen der weltweiten Repression gegenüber Produzenten, Händlern und Konsumenten; dereguliert, weil es deswegen weder Qualitätskontrollen in der Produktion noch Handelsnormen im Vertrieb gibt. Der Markt reagiert flexibel auf neue Abnehmerländer (China, GUS-Staaten) und Nachfrageänderungen (Designer drugs). Organische Drogen herstellende Entwicklungsländer haben auf dem Drogenmarkt bisher "Vorteile" gegenüber den Industrieländern, doch kann sich das durch die vollsynthetischen Drogen und den Nachfragesog in den "Naturdrogen" produzierenden Entwicklungsländern umkehren. Peru, Bolivien, Kolumben, Marokko, Myanmar, Belutschistan, Yunan oder andere Regionen des weltwirtschaftlichen "Südens" erhöhen mithilfe des Drogensektors bisher noch ihr BSP, stabilisieren den Außenwert ihrer Währung, verringern oder begrenzen ihre Außenverschuldung. Allein in Lateinamerika schafft die Drogenökonomie Einkommen für 10 bis 12 Millionen Menschen. Den positiven Wachstums-, Investitions-, Beschäftigungs- und Vermögensbildungseffekten stehen in ihrem Umfang kaum quantifizierbare soziale Kosten gegenüber. Die Legalisierung des Drogengebrauchs und -handels würde diese erheblich reduzieren, aber auch einige Entwicklungsländer ins noch größere wirtschaftliche Chaos stürzen. Die übrigen volkswirtschaftlichen Parameter würden sich nur dann positiv entwickeln, wenn das freiwerdende Kapital sinnvoll und legal reinvestiert würde. (IntPolGes/SWP)
