Die Finanzierung der EU nach 2020: Zeit für Reformen

Die Diskussion um den mehrjährigen Finanzrahmen (MFR) der Europäischen Union für die Jahre 2021 bis 2027 hat begonnen. Die EU-Kommission hat vorgeschlagen, die Mittelansätze insgesamt zu erhöhen, die Mittel für die Agrarund die Kohäsionspolitik zu verringern und mehr Ausgaben zu finanzieren, die einen europäischen Mehrwert versprechen. Auf der Einnahmenseite des Budgets möchte sie drei neue Eigenmittelquellen einführen: Einnahmen aus einer gemeinsamen konsolidierten Körperschaftsteuer-Bemessungsgrundlage, Einnahmen aus einer Steuer auf nicht recycelte Verpackungsabfälle aus Kunststoff und Einnahmen aus dem Emissionshandelssystem. Die vorliegende Analyse bewertet die Kommissionsvorschläge. Neue Eigenmittelquellen werden abgelehnt. Bei den Ausgaben bestünde durch eine nationale Kofinanzierung der Agrarpolitik und durch eine Konzentration der Kohäsionsmittel auf die ärmeren Mitgliedstaaten weiterer Kürzungsspielraum. Dieser Spielraum könnte entweder dazu genutzt werden, die Eigenmittelobergrenze des EU-Haushalts konstant zu halten oder noch mehr Mittel frei zu machen für die Bereitstellung von öffentlichen Gütern auf EU-Ebene. Dadurch könnte auch die Nettozahler- und Nettoempfängerdiskussion entschärft werden.
