Die Kontroverse um Kapazitätsmechanismen für den deutschen Strommarkt
Die Frage der Versorgungssicherheit in liberalisierten Strommärkten wird bereits seit vielen Jahren diskutiert. In Deutschland gibt es - abgesehen von netzbedingten Knappheiten in Süddeutschland - derzeit ausreichende Erzeugungskapazitäten; die mittelfristige Entwicklung des Kraftwerksparks im Kontext der Energiewende ist jedoch unsicher. Vor diesem Hintergrund hat sich eine kontroverse Debatte über die Notwendigkeit und die Ausgestaltung von Mechanismen zur Sicherstellung eines adäquaten Kapazitätsniveaus entwickelt. Diskutiert werden umfassende sowie selektive zentrale Kapazitätsmärkte, dezentrale Leistungsmärkte und eine Strategische Reserve. Diese Vorschläge werden kurz vorgestellt und anhand wichtiger Unterscheidungskriterien voneinander abgegrenzt. Eine Bewertung der vorliegenden Konzepte hängt von vielfältigen Kriterien und den zugrunde liegenden Prämissen ab.
