Die Kosten der globalen Mindeststeuer in Deutschland

Um steuerlich motivierte Gewinnverlagerungen einzudämmen und den Steuerwettbewerb einzugrenzen, einigten sich im Jahr 2021 im Rahmen des "Inclusive Framework" 137 Staaten darauf, eine globale Min- destbesteuerung für multinationale Konzerne einzuführen. Auf den ersten Blick begrenzt die Mindestbe- steuerung den internationalen Steuerwettbewerb auf effektiv 15 Prozent. Allerdings setzt dies voraus, dass die Mindeststeuer tatsächlich global umgesetzt und die steuerliche Gewinnermittlung harmonisiert wird. Durch nicht-kooperative Staaten sowie aktuelle politische Spannungen ist dies unwahrscheinlich. Zudem entstehen hohe Kosten für Administration und Deklaration. Unsere Schätzungen ergeben, dass die zusätzlichen Deklarationskosten der betroffenen deutschen Unternehmen sich auf jährlich knapp 100 Mio. EUR laufende Kosten sowie Einmalkosten in Höhe von rund 319 Mio. EUR bemessen. Im September 2022 kündigte das Bundesministerium der Finanzen an, dass Deutschland die (globale) Mindeststeuer im Alleingang einführen wird. Hiervon ist abzuraten, da eine unilaterale Einführung weder einer steuerlich motivierten Gewinnverlagerungen noch dem internationalen Steuerwettbewerb ausreichend entgegenwir- ken kann. Gleichzeitig würde sie allenfalls geringe Steuermehreinnahmen generieren, jedoch zu hohen einseitigen Kosten führen und der Standortattraktivität Deutschlands schaden.
