Die Pläne der OECD für die steuerlichen Herausforderungen der Digitalisierung der Wirtschaft

Die Geschäftsmodelle der großen Internet-Konzerne wie Google, Apple, Facebook und Amazon erlauben es ihnen, Dienstleistungen in Ländern anzubieten, in denen sie keine physische Präsenz und auch keine Mitarbeiter haben. Die physische Präsenz ist jedoch nach aktuellen internationalen Besteuerungsregeln oft Voraussetzung, um Steuern in einem Land zu erheben. Das hat zu Forderungen geführt, die Besteuerung multinationaler Konzerne zu reformieren. Die OECD legte nun im Herbst 2019 einen Vorschlag für einen einheitlichen Ansatz vor, um die internationale Besteuerung zu modernisieren. In ihren Entwurf schlägt sie vor, die Besteuerungsrechte zwischen den Ländern neu zu verteilen: Nicht allein der Firmensitz soll bestimmen, wo versteuert wird. Global agierende Unternehmen sollen auch dort Steuern zahlen, wo ihre Kunden oder Nutzer ihrer Dienstleistungen ansässig sind. Zudem soll ein globaler Mindeststeuersatz vereinbart werden, um zu vermeiden, dass Unternehmen Aktivitäten in Niedrigsteuerländer verschieben. Liegt den aktuellen Vorschlägen ein überzeugendes Konzept zugrunde? Welche Auswirkungen sind auf Effizienz und Fairness der Unternehmensbesteuerung zu erwarten? Wer gewinnt, wer verliert?
