Die Rolle des Wohlfahrtsstaates in der Entwicklung unterschiedlicher Dienstleistungssektoren: Wohlfahrtsstaatsregime und Dienstleistungsbeschäftigung
Ausgangspunkt dieses Diskussionspapieres ist die von Fritz Scharpf vertretene Auf-fassung, dass wohlfahrtsstaatliche Institutionen maßgeblich an der Entwicklung unterschiedlicher Dienstleistungssektoren beteiligt sind. Anhand dieser Idee werden polit-ökonomische Hypothesen hergeleitet und schließlich mittels eines Datensatzes für 14 OECD Länder und 20 Jahre empirisch getestet. Zunächst werden die traditio-nellen sozioökonomischen Determinanten dargestellt und bezüglich ihrer Wirkung auf Dienstleistungssektoren diskutiert. Diese Erklärungsvariablen werden dann um solche ergänzt, die sich aus der Idee unterschiedlicher Wohlfahrtsstaatsregime ablei-ten lassen. Hierzu greift das Papier wichtige Zeit variante Indikatoren für Institutionen auf. Insbesondere sollten passive Wohlfahrtsstaaten mit einem hohen Anteil von So-zialtransfers an den Staatsausgaben und einem mittleren Zentralisierungsgrad der Lohnverhandlung besonders schwach ausgeprägte Dienstleistungssektoren aufwei-sen. Die ökonometrischen Schätzungen zeigen, dass die Unterscheidung zwischen aktivem und passivem Sozialstaat tatsächlich für die Beschäftigungsentwicklung be-deutsam ist, während dies für das Lohnverhandlungssystem nur teilweise nachgewiesen werden kann. Schließlich deuten simultane Schätzungen darauf hin, dass private Dienstleistungssektoren sich gegenseitig eher verstärken, während öf-fentliche Dienstleistungen einen Verdrängungseffekt aufweisen.
