Die Sozialpolitik der Großen Koalition in Bremen
In den Jahren der Großen Koalition spielte sich die Bremer Sozialpolitik unter schwierigen Rahmenbedingungen ab. Bremen hatte sich als Haushaltsnotlageland gegenüber dem Bund - als Gegenleistung für 8,5 Mrd. Euro Sanierungshilfen - zur Konsolidierung der Haushalte bis Ende 2004 verpflichtet. Die Sozialpolitik leistete erhebliche finanzielle Beiträge zur Sanierung des Landes und der Stadt Bremen. Dies geschah nicht nur durch Kürzungen von sozialen Leistungen, sondern in stärkerem Umfang durch eine sozialpolitische Neuorientierung. Die Steuerung von Sozialleistungen nach fachlichen Vorgaben, die Entwicklung neuer Leitbilder, wie Aktivierung und Stärkung der Eigenverantwortung, sowie die Umsetzung neuer Modelle und Prinzipien in der Sozialverwaltung, erhielten großes Gewicht. Zugleich wurde die Kindertagesbetreuung stärker ausgebaut. Die Gleichstellung von Menschen mit Behinderungen wurde verbessert und die Integration von Zuwanderinnen und Zuwanderern erheblich ausgeweitet. Für die Kinder- und Jugendförderung und für Stadtteile mit besonderen sozialen Problemlagen wurden neue Programme entwickelt, die zu einer breiten Beteiligung der Betroffenen führten. Die folgende Darstellung soll aufzeigen, wie die Schwerpunkte der Sozialpolitik in diesen Jahren neu bestimmt wurden.
