Die volkswirtschaftliche Bewertung verkehrsbedingter Risiken der Krebserkrankung
Ständig wachsende Verkehrsströme in den Siedlungszentren und Ballungsgebieten führen zu einer kontinuierlich steigenden Gesundheitsbelastung der Bevölkerung durch eine Vielzahl krebserregender Stoffe, wie beispielsweise Benzol, Dieselruß und Asbest. Das Risiko, dadurch an Krebs zu erkranken, nimmt mit Dauer und Intensität der Exposition zu. Medizinische Folgewirkungen bestehen u. a. in einer veränderten Erbinformation des betroffenen Zellgewebes. Im Rahmen einer empirischen Studie wurde versucht, Zusammenhänge zwischen individuellem Gesundheitsverhalten, bevorzugtem Verkehrsmittel und der Zahlungsbereitschaft für verschiedene - das Krebsrisiko senkende - Maßnahmen zu ermitteln. Zu den hypothetischen Maßnahmen, die der Ermittlung von Zahlungsbereitschaften dienten, gehörten beispielsweise der Einbau von Benzolabzugshauben an Tankstellen sowie die Verwendung von Hochleistungskatalysatoren in Personenkraftwagen. Das Ziel der Studie bestand in der ökonomischen Bewertung der durch die Maßnahmen induzierten Qualitätsveränderungen einzelner Umweltzustände und somit der Gesundheit der Menschen. Für diese Bewertung wurde ausschließlich die Contingent-Valuation-Analyse als methodisches Konzept unter expliziter Erhebung individueller Zahlungsbereitschaften angewendet.
