Die Zukunft des transatlantischen Verhältnisses: Mehr als die NATO
Die NATO war vierzig Jahre lang ein Synonym für das transatlantische Verhältnis. Die im Ost-West-Konflikt gewachsene Symbiose zwischen Europa und den USA hat sich seit dem 1989 / 90 eingeleiteten weltpolitischen Umbruch schrittweise aufgelöst. Dadurch wird die Allianz zwar als militärisches Bündnis unersetzbar bleiben, aber in Zukunft vor allem instrumentelle Bedeutung haben. Die neuen Gefahren, die an die Stelle der während des Ost-West-Konflikts wahrgenommenen Bedrohungen getreten sind, verbinden den transatlantischen Raum nicht weniger als früher der Ost-West-Konflikt. Sie sind keineswegs nur militärischen Ursprungs und bedürfen einer über Militärisches hinausgehenden Abwehr. Sicherheitspolitik läßt sich umso weniger auf militärische Vorsorge beschränken, je seltener ihre Mittel auf ein staatliches Gegenüber gerichtet sind. Daraus folgt für das transatlantische Verhältnis: Die neuen Sicherheitsrisiken stellen das transatlantische Verhältnis nicht in Frage, sondern geben ihm eine neue Begründung. Seit dem Ende des Ost-West-Konflikts ist das transatlantische Verhältnis störanfälliger geworden und stärker auf einen vielschichtigen Dialog angewiesen. Die NATO ist als militärische Organisation unverzichtbar. Als Rahmen für einen umfassenden politischen Dialog ist sie jedoch zu eng geworden. Die seit mehr als vierzig Jahren geführte Debatte über einen europäischen Pfeiler im transatlantischen Verhältnis hat erst mit der Verabredung einer ESVP ihren eher virtuellen Charakter abgelegt. Um als Partner wahrgenommen zu werden, müssen die EU-Mitglieder klare Konzepte darüber gewinnen, welche Perspektiven sie der ESVP einräumen und welchen Bedrohungen sie nur gemeinsam mit den USA entgegentreten wollen. Einfluß auf die USA zu nehmen, kann nicht heißen, sich der Zielvorstellung einer Gegenmacht hinzugeben. Angesichts der überragenden Dominanz der USA kann der Beitrag der EU jedoch nur darin bestehen, transparente, abgestimmte konzeptionelle Signale an die USA zu übermitteln. Aufgrund ihres umfangreichen Instrumentariums ist die EU der geeignete europäische Pfeiler im transatlantischen Dialog, nicht aber eine ESVP, die der NATO untergeordnet bleibt. (SWP-Studie / SWP)
