Digitalisierung der Hochschulen : Ergebnisse einer Schwerpunktstudie für die Expertenkommission Forschung und Innovation

Die deutsche Hochschullandschaft digitalisiert sich. Ebenso wie Strukturen und Prozesse in Wirt-schaft und Gesellschaft weitreichenden Veränderungen unterliegen, gilt dies auch für Wissenschaft und Hochschulen, die sich zunehmend den Potenzialen der Digitalisierung öffnen. Mit der Digitalisierung ist gemeinhin die Erwartung verbunden, dass diese den Hochschulen ein Forschen, Lehren und Verwalten auf einem qualitativ höheren und stärker professionalisierten Niveau ermöglicht. Gleichzeitig ist allgemein bekannt, dass die jeweiligen strategischen und organisatorischen Verankerungen der Digitalisierung im Gesamtkonzept der Hochschulen sich jedoch erheblich unterscheiden und auch die bereits erreichten Grade der Umsetzung in unterschiedlichen Bereichen deutlich voneinander abweichen. Zugleich stellen sich die speziellen strukturellen Notwendigkeiten, Herausforderungen und Umsetzungspotenziale für unterschiedliche Bereiche - Forschung, Lehren und Lernen; Verwaltung sowie Infrastruktur - der Hochschulen ganz verschieden dar. Trotz einer Reihe von Studien, die zu Einzelbereichen wie der digitalen Forschung, digitalisierten Bildung, digitalen Verwaltung und digitalen Infrastrukturen existieren, lag ein einheitlicher Informationsstand im Sinne von übergreifenden Studien zur Digitalisierung der Hochschulen bislang nicht vor. Es fehlte an einer Untersuchung, die den Prozess der Digitalisierung an den Hochschulen jenseits einzelner Bereiche umfassend beschreibt. An dieser Stelle setzt die vorliegende Schwerpunktstudie "Digitalisierung der Hochschulen" an, die das HIS-Institut für Hochschulentwicklung (HIS-HE) im Auftrag der Expertenkommission Forschung und Innovation (EFI) durchgeführt hat. Das Ziel der Studie ist, den Prozess der Digitalisierung an Hochschulen unter Berücksichtigung der Dimensionen Forschung, Lehre, Verwaltung und Infrastruktur deutschlandweit zu analysieren. Die Studie fokussiert insbesondere auf den Stellenwert, Strategien und Ziele der Digitalisierung, die Verankerung in der IT-Governance, Stand und Rahmenbedingungen der Digitalisierung, die Bereiche digitale Infrastruktur, digitale Forschung, digitalisiertes Lehren und Lernen sowie digitale Verwaltung und Herausforderungen und Handlungsempfehlungen an die Politik (...)
