Disparate Impact : Term Limits, Partisanship and Female State Representatives
To date, fifteen states have implemented term limits for state legislators. Despite initial expectations that term limits would increase opportunities for female candidates by reducing the benefits associated with male incumbency advantage, the evidence indicates that term limits have not had the intended impact on womenメs representation. The increase in the number of women serving in term-limited state legislatures has been minimal and in some instances the number of women elected has actually decreased since the implementation of term limits. This paper seeks to add to the existing research on womenメs representation and term limits by drawing attention to the disparate impact that term limits may have on Republican and Democratic women seeking election to term-limited state legislatures. Specific attention will be focused on how Republican female legislators and candidates fare relative to their Democrat female counterparts in terms of representation and elections in the era of term limits. Existing research suggests that Republican female candidates may face different challenges than female Democrats as a result of different levels of party support for their candidacies at the recruitment phases, primary elections and general elections. To that end, this paper will examine the election of women to state legislatures in the U.S. across time and states to answer the following question: Do Democratic women fare better than Republican women in states with term limits?
