Does Distance Matter? The Effect of Regulatory Distance on Firms’ Pollution Emission Behaviors
This paper investigates the relationship between the firm’s distance to the provincial capital and pollution emission intensity, and further explores the potential mechanism behind it. Using the environmental data of 156 local steel firms in China from 1998 to 2013, we find a significant effect of regulatory distance on the pollution emission behaviors of major steel firms in China. The empirical results show that the pollution emission intensity increases with the regulatory distance, and regulatory cost and regulatory willingness are the mechanisms that explain such effect. In addition, the operation conditions and the external environment could affect the effect of regulatory distance on pollution emission. The empirical findings have critical policy and economic value, showing the importance of improving local governments’monitoring efficiency, motivating local governments’willingness on environmental protection, and guiding the proper competition between provinces
