At present, by their contribution to higher flexibility of activities and ability of fast adaptation to new market conditions, small and medium size enterprises play an important role in structural adjustment. The significant role of medium size enterprises facilitates efficient diffusion of new technologies. In this context, the paper presents a comparative analysis between Romania, the European Union countries and builds up a framework of priorities and requirements for the improvement of the industrial enterprises system in this country. This paper is a synthesis of the research work carried out within the framework of the research "Organizational and institutional priorities in accelerating industry structural adjustments".
