Effectiveness and Price Formation
The implementation of the party's strategy on the nation's economic development, which is directed toward increasing effectiveness and improving quality in accordance with the decisions of the Twenty-sixth Congress of the CPSU, requires the restructuring of the management of the economy at all levels. I refer to the saving of live and embodied labor and to raising the productivity of social labor. While this has always been a problem of paramount importance in the development of the Soviet economy, its solution has acquired special urgency today. The present scale of the economy demands an ever greater quantity of raw materials, fuel, and power, the increased extraction and production of which are associated with natural factors and higher expenditures on additional growth. A strained situation is also developing in manpower supply in the coming decade.
